Yes you can offer her some water while she is in labor but don't leave the bowl in where she is whelping. She is panting hard due to the contractions she is having. Make sure she is producing a pup about every 2 hours, don't let her labor on longer than that. Take her to your Veterinarian if she is in labor longer than 2 hours without producing a pup.
