Climb the chains, get behind it, and slip past the spike ball. Pull the lever when its mouth is closed, and it will temporarily stop (with its mouth open). You must move quickly, and you will only have time to shoot ONE ice arrow into its open mouth. You have to repeat this procedure THREE times to vanquish the dragon, and the last two are harder because there are rocks falling from the ceiling.
