Yes you can hold your budgie. There are two ways to hold your budgie one way is to carefully put your hands over his/her wings and pick him/her up but I find that most budgies don't like to be held that way. The other way is to put your finger or your hand against his/her stomach and push lightly against it and he/she will step onto it. Your budgie must be tamed for him/her to step on your finger or hand. Have fun holding your budgie.

Don't worry my budgie has done this since he was young and he is 6 now. I can put a millet spray right up to his beak and he wont touch it, but if i put my finger anywhere near him he bites it. I just tie the millet to the side of the cage and he eats it then. Xo Xo

DO NOT GRAB IT after several days of doing this hold out your index finger agains the birds chest eventually they will hop on when they do be very calm and quiet they will eventully learn to sit on your shoulder Always provide the budgie with fresh water and seeds Clean the cage regulrly Do not spray chemicals nearby eg: flyspray, spray on deodorant make sure the living conditions are good and enjoy your bird!
You try to touch your budgie but it bites softly how would you stop that happening?
Get it to trust your hand before trying to pet it. Everyday put your hand in its cage and rest it there gently. Let the budgie see that the hand is not there to hurt it. Each day put your hand closer to the budgie when you rest it in the cage until one day when you can reach out your finger and the budgie doesn't move away from it. Then gently and very slowly stroke the budgie's chest. This should help it to get used to you touching it within 1 to 3 weeks, depending on the bird. Patience is everything with this. Also, speak softly to the bird when you approach it so it feels at ease.

Leave them together for a few days. If they attack each other, it is best to separate them again.
