The accumulator which is the filter for the a/c system is located on the drivers side in front............
My 1998 Chevy Lumina has air conditioning. I assume that was the question if Luminas come with a/c.
I believe it comes on when the a/c is turned on but not positive

There is a panel umder the steering wheel un screw it pull it off and behind the wires on the side closes to the drivers door and you well c and yellow cylinder shape pull it out and put a new one in
Try to find an '82 or '83 service manual. A Chevy or GMC manual will have the diagram you need. Check eBay they show up regularly.
The 1999 Chevy Lumina A/C service ports are located on the drivers side of the vehicle in the front, right next to the battery, which is located under the windshield washer reservoir, it will kindof take some contorting to get to it, but that's where GM put it
All that info can be found in the owners manual.
It cuts off the engine while you start it up.
It should be under the air filter, which needs to be removed temporarily to access the low(blue) charge valve.
The radiator is located in the front of the car under the hood. It is behind the 2 fans. Dont mistake for the a/c condensor, which is in front of the radiator, visible through the grille.
