There is no general legal requirement in the US that places a responsibility on members of the general public to help someone in need. However, there is a legal expectation that Police, fire and other first responders will do so.
There are Good Samaritan laws that protect a member of the general public, who help in an emergency, from law suits should they make the matter worse - as long as they were not grossly negligent and were working to the best of their ability. They also protect Medical Professionals form malpractice suits in emergencies, within certain limits.
Another View: Good Samaritan laws do not totally shield 'medical professionals' from the consequences of of their actions. As state licensed medical professionals, even in an inpromptu situation, once they commit themselves they are required to perform, with the resources available, to the level of their training.
