It should be on the carb!
93 octan, runs cooler. less likely to warp valves.
the manual say's that both valves are .13mm
the slotted plug is removed when you need to turn the crank over by hand, such as to adjust valves,or to perform leak down test. You would find a nut inside as to use a socket on,for rotating the crankshaft
Have to remove chain links, there is no chain adjustment
rebuild top end (NEW RINGS, MAYBE PISTON, AND HONE OR BORE CYLINDER)
There should be an adjustment screw on the throttle box on the handle bars or on the carburetor
You either need new ones or the bolts you adjusted are too old.
Get an aftermarket pipe. Different sized sprockets. Jet the carb. Get a kn air filter. Bigger tires. Big bore kit. That's it.
