You should charge the battery fully before you start it. but few have the patience to wait that long- when you get a new toy you want to play with it right away!
(Charging fully was much more important in "the old days" when batteries were nickel-cadmium or the early generations of lithium. Much less vital if you have a brand new modern phone from a large manufacturer).
