If you are removing the clutch it is located between the engine and transmissio so one or the other will have to be removed.
if it is anything like my 97' Saturn Sl2. The engine must be dropped out to dismount the transmission.
You cannot adjust the clutch on the s-series.
S-series use self adjusting clutch hydraulics. You cannot adjust them

Take it to a garage if all of this is wrong.

You have no clutch left. May of worn to the point it's not grabing or the clutch face may have blown off all at once. If you dump the clutch to often it can go all at once.

If you are referrring to the engine, yes, a 97 and 98 Saturn motor are interchangeable as is the transmission. Many other parts are as well. There were no significant changes between these two model years.

When I had my 97 Saturn I asked my mechanic that same question. I was told there is no timing belt on this car. The engine uses all gears.
