Yes. There are nine skulls, one on each level and there are 4 secret skulls on the levels Covenant, The Ark, Crows Nest and Sierra 117
Go to the campaign menu and press X and your skulls collection will pop up.

Skulls can be found in every level of halo 3. Once you find the skull in the level, you can simply pick it up the same way you would grab a weapon. Each skull can be turned on in the campaign setup menu. They all change the gameplay in a diffent way. Gold skulls can award achievements and when turned on, they will increase the score for the level's score achievement.
When you go on to the campaign page press (X) and then select the skulls that you have collected.
Go to the campaign screen. The leader presses X and a list of the skulls pops up. Find it and deactivate it.
Go to Campaign in The main menu, then hit X when the screen loads. The gold skulls are achievement ones, the silver ones are just silver skulls.
if you want to know where the skulls are all you have to do is go to youtube and put in "halo 3 odst mythic skulls" and it will show you how to get to them

The Halo 3 meta game is when you play the campaign missions with campaign scoring on. To do this go to the campaign screen and when you select the mission you want to play, just before you press start press the blue X button and it will bring the scoring menu up turn the scoring on. Also, to get the score quicker turn on some of the skulls the gold skulls multiply the score you get for each kill
