In order for one to create a GIF animation one must have an animation software such as Photoshop. There are other programs available such as Adobe Elements or GIFBrewery. With Photoshop one will create a video file, import the video into Photoshop, edit the layers within the GIF and then save the file. For more detailed instruction one can view the Mashable website.

If you mean an animated .gif file, then in Photoshop, you cannot. [It will only save one frame] But, when you install Photoshop, another program is automatically installed -- Adobe Image Ready. With ImageReady, you can create and save animations. Search through your programs and find ImageReady. Open it, create a new document, [File / New] paste the animation, and go to File / Save Optimized As. Choose a name, click Save, and you're done. TO open it, go to File / Open and type in the name or scroll down to find the animation.
