Yes. Lawfully, according to the MDWFP, only the name filed as the "title owner" can hunt without a license (ie. if your wife, child, or 2nd cousin is not on the title, they will have to have a license to hunt)
in most states you may hunt your own property with NO lic. Not true for all type of game. Small game OK, but big game (not something you hunt with air rifles). may need a permit or win a lottery. Check your local DNR office.

Georgia does require a hunting license to hunt public land. In addition a Big Game license is required to hunt deer (or hogs). Also, since most public land is in a WMA (Wildlife Management Area) a WMA license is also required.
