I don't think you HAVE to, but it's highly recommended for a number of reasons.
You wouldn't want it to become unstable once it's on blocks, you wouldn't want to have to crawl over dirt or gravel to switch your water main on or off, etc. If you're placing a Mobile put it on a concrete pad to save a lot of future problems.
A mobile home is usually on blocks on a pad, not rolling around. =I think you are mistaking the meaning. You are possibly talking about a 'motor home' - totally different thing !
I have been dealing with beds for 10 years. A mattress pad should go over the pad and under the sheets if you want to preserve it.
A motor home is a large vehicle built as a travelling home. Some are even conversions from a bus. They are not meant to be a static home, although sometimes used as that. - A mobile home is a home built in a shop on a heavy trailer frame, then pulled to a pad and jacked up with wheels off, set on concrete blocks. They have no motive power.

It depends entirely where it is - and you didn't say. In many states of the US, grants and benefits are given IF the owner lives in the mobile. For one thing, you would not get these if you used it as a rental. Secondly, unless the pad rental is really low it hardly pays to use one as a rental. Most renters don't care about upkeep and your mobile would quickly lose real value.
That depends on the home. -Here in BC, Canada most are privately owned ,but on a rented pad in a park. -Other places may differ.
I don't know it there are general rules about it, but it's certainly very advisable. There are often jobs that have to be done under one. In most cases, even operating your main shutoff for water. (-Would you like to have to crawl into a muddy swamp in winter to do this ) The units are also qwuite heavy and should sit on a concrete pad just to keep stable if nothing else.
Yes - compare parks before you buy a mobile. Some can be quite 'seedy', others in undesirable areas. Some have needlessly high pad rentals . The value of a home depends partly on the park it's in !
It depends on your contract, but that would be common - except for possiby the drain and inlet water pipe. I assume they are my responsibility as I own the home.

If you pay a rental fee for the pad, then you will have to pay an annual tax for the home only, to the city or municipality. This is based on the square footage and is usually a small fee, often with a percentage off for senior citizens. Mine is $120 per year.
