The Kel-Tec PLR-16 is categorised as a pistol by the BATFE. The process to purchase one is no different than the process to purchase any other handgun. Pistol purchases vary by state. Some states require you purchase pistol permits from the Sheriff's Office (NC is one such state). Some states only require you to fill out a Form 4473, and undergo an NICS background check - the same way you would when buying a long gun.
One thing to keep in mind when buying pistols of this type - the PLR-16, pistols made from AR-15 receivers, the Draco AK pistols, etc. - even if it comes with a railed fore end, do not put a forward grip on them. At that point, they no longer meet the BATFE's criteria to be classed as a pistol, and are considered an NFA regulated item which falls into the category of AOW (Any Other Weapon), the legal possession of which requires the same permitting process and $200 transfer tax stamp similar to what a short-barreled rifle or shotgun or a machine gun would require.
