no u just have to use forge which is included in all halos except halo 1 and halo2 u can find it on forge it can be edited but that is modding an u can be bootted from live for it
go to bungie and download the map WHILE YOU ARE SIGNED IN TO BUNGIE.NET and you will get a message after the download on the computer that it will be downloaded when you are connected to xbox live and in halo reach.

Halo reach came out 5 days ago, and once again you do not need XBL you can play halo reach without it, but on the otherhand, xbox live offers multiplayer coop campaign coop firefight and forge and custom games. No, you can forge while not connected to xbox live. If you want to share your maps, and view other people's maps you will need xbox live though
