No, you can forge while not connected to xbox live. If you want to share your maps, and view other people's maps you will need xbox live though

No! Forge World on Halo: Reach is completely free, provided you have the game and Xbox to play it on!

No. Its 100% free, and if you have Xbox live, you can customize maps with your friends.
You can do it with a Silver account (now simply known as Xbox Live Free), but you will still need a Gold account to play those maps in online multiplayer.
Yes, since halo waypoint is a downloaded application you would need xbox live to use it.
You do NOT need Xbox live to play Halo Wars. Xbox live is only used if you want to play with other people and to update the game.
No, you do not need Xbox LIVE to play any original Xbox games. Not all original Xbox games can be played, but Halo and Halo 2 do not need LIVE to be played on the Xbox 360. I just now tried it with my LIVE unplugged and signed in to an offline account and it let me play both of them. The previous answer was a lie, obviously.
Yes. An Xbox Live Gold Subscription is required to play Halo 3's multiplayer.
You can download a mod for halo2 on xbox somewhere on www.keygens.nl. Then you have to get a net work cable and connect you computer to the xbox(there is a network port on the back of the xbox and on the back of the PC) and then you just drag and drop the mod on the xbox's hard drive and halo should recognise it and let you play forge.
