staffs are known for missing you a LOT when you are not around or if you leave him alone when you go out. it is best to put a muzzle on him then, but unless he is aggressive towards other people, you shouldn't need to put it on out of the house. it all depends on the dog and theway it's been brought up.
A muzzle is only ever required if the Dog exhibits unwanted behaviors such as scavenging or biting. A well-trained and socialized English Bull Terrier should not need a muzzle unless the law in your area stipulates that they must wear one. Muzzles are generally only used to prevent a Dog from biting, so if the Dog is friendly (as a well-socialized Bull Terrier is) then there is no need for them to wear a muzzle.
You don't HAVE to but if they are usually more aggressive or bite more than the average dog, then it would be ideal to. It's the same with any breed of dog, really.
Make sure it's not muzzled too long because that could get uncomfortable for the dog and probably make it more aggressive than it needs to be. :)
