No, you can get a drivers license without having to get a permit first but... you must pass all of the tests. Written, driving and the vision test.
When I got my permit I took a drivers Ed class that was provided at my school. Then when I was through with that I went to the DMV and took the computerized test. When I finally passed that my 2nd time they gave me my learners Permit.
If you do not pass the driver's education test or did not complete the classes, you must sign up and complete the classes again. You cannot get your driving permit until your driver's ed classes and road time have been completed satisfactorily.
