Generally no. You do not want to run an impeller dry, so normally you will apply a light coat of grease to the impeller when you install it. On an outboard engine the impeller is on top of the gearcase and below the surface of the water so it will get water as soon as you start to crank the engine. On a sterndrive or inboard engine the pump can be located on the engine, but it is often mounted low (near the water level). If you crank the engine without starting it the impeller will "prime" itself.
To prime a shallow well, first turn off the valve to the water inlet and remove the plug from the pump impeller housing. Pour water through the funnel into both openings and reopen the inlet valve. Return plugs into original position.
Only if it is a fairly big leaf and somehow it made it through your skimmer's basket and your pump's basket. But assuming it did the answer is yes, leafs can potentially clog your pump's impeller.
There are several possible reasons. One would be the Pressure Switch being set too high. Another could be a plugged Jet, or Impeller.
I will assume you have an in ground pool and you are not able to prime the pump, which means you an air leak, an blocked impeller or a plugged return line. There are many variables in this situation. If you have not replaced your strainter lid gasket in the last 2 years start there. Also if your strainer basket is cracked or damaged check the impeller to see if it is clogged. If you have a salt generator make sure the cell is clean. If none of these solve your problem I suggest you hire a swimming pool technicial to check out your system.
