I would imagine not. Because almost everywhere where you pilot your boat has the same rules. They only way i think they can charge you i if the boat isn't registered at all. If it isn't registered you have to have forms saying it's newly bought or they can impound it and charge you.

No, its not required by law, in most states. You'll have to check with your department of motor vehicles where you register the boat. You do have to have a title and registration for boat and trailer because of them being on the roads.
