To line up the timing belt marks for a 97 Ford Escort, the cam and crank sprockets should both be oriented with the timing mark on each sprocket in the 12 o'clock position. The tension should not be released on the belt. Once tension is applied to the belt, that should bring the cam slightly rearward to the position where it's supposed to be. Then check the timing by turning the engine clockwise for two turns.
