OBD I, you have the key in the on position, and start the engine when queued to do so. ODB II, I believe is more the same. SAE J1939, you just have the key in the on position, and you don't start the engine unless you're doing something like forced regeneration, injector leakage test, dosing injector leak test, fuel rail pressure test, etc.

its in the footwell - dont mess with it - its 96 and its the year that obd was first installed no owner service details available , i tried shorting the pins ,like you are supposed to and the power light came on and would not extinguish (car in gear signal) car needed battery boost to start.
