Only apple based phones like the iPhone 4 but even with the apple phones you need to be careful that they are updated so that face-time becomes available. the iPod touches also have it but only when they are updated. the iPad 1 and 2 also have it automatically downloaded. :)

No, not like video chat on your email. But of you have the iPod Touch 4th generation you can use FaceTime, which is pretty much video chatting but the other person must have an iPhone 4, the 4th gen iPod touch, or a newer Mac with the FaceTime application.
iChat is not an available feature on the iPod Touch. There is facetime for the new iPod Touch (fourth generation), but iChat is strictly for Mac laptops and desktops.
