Yes, you have to use the lowest absorbency tampons for your flow to reduce TSS risk. Generally speaking you should use lowest absorbency and if it leaks within 1-2 hours it's safe to use the next absorbency up, but if the tampon isn't saturated in blood after 4-6 hours you need to use lower absorbency or switch back to using pads when flow is light. This is also why rayon tampons increase TSS risk, or at least one of the factors, as rayon tampons are more drying than cotton tampons.
