Yes you should leave the basking light on at night if you have a chilly house the other light acts as the sun in the day and if you leave that on your dragons will never sleep p.s I have one so if have any questions feel free to post anything up and I'll likely be able to give you and answer

Water dragons have the ability to breath underwater, breath water, and in some cases are able to turn things into water.
ONLY if the location of the vivarium isn't going to get too cold ! If you can't maintain the normal night-time temperature range - use a heat-pad. That way the snake will still get some heat - but there'll be no light (as would happen normally at night !)
