I run my pump in both my fountain and my pond at least once a day to insure the mosquitos don't have a chance to lay and hatch eggs. I also refresh my bird baths daily if it doesn't rain for the same reason. It is not necessary to run it all the time. Be sure to use a ground fault outlet to avoid serious accidents to you or your pets.

I am constructing a smallish garden pond and have found an old LEAD pump that would look great as a water feature. If this was placed inside the pond could it prove harmful to fish stock?
Lead has been used in water and in aquaria since time immemorial. It may cause some problems as it deteriorates but I would imagine that any damage would be so small as to be neither observable nor measurable. I would use the pump.

It is probably clogged up and overheating so its safety cutout shuts down the power until it cools down enough to switch on again. To fix it, it will have to be disconnected and taken out of the well so that the pump chamber, the impeller and all associated pipes can be cleaned. This needs to be done regularly, depending on the condition of the water. If the pump was working a fountain in an outside pond a good time to clean it would be when it is taken out of the pond for the winter. If your weather is warm enough to leave the pump in the pond all year round it should still be taken out and cleaned regularly.

No they do not; having gravel or not is really the choice of the fish keeper as far as how they want the tank to look. You can certainly leave it bare bottomed as many goldfish keepers do to give the fish more swimming room and easier time cleaning the debris from the bottom of the tank each week.
