Brain cells remain in the brain. They are the building blocks of the brain. If the brain cells were in the stomach, you'd have a brain in your stomach! Same goes for the stomach and all parts of the body. In my yoga class my instructor mentioned that there are more brain cells in the stomach than in the brain, I wanted to find out if it was true and I came across this article. Not likely. If the temperature is high enough to cause heat stroke, the blanket isn't going to make it any hotter. In fact, it will insulate you from the outside temperature and the only heat source under the blanket is your own body.
Sure a dog can sleep under an electric blanket, however, should the dog lick or chew, it becomes a dangerous blanket. A better plan is to offer fluffy bedding that can be tampped down by your dog. Dogs naturally turn round and round to make their "bed" in tall grasses or dig to create holes for them to burro into. Having a "dog bed" with sides, that is appropriately sized for your dog when curlled will give them additional heat that they need. You can always lay a towel over them, but unless they realize the warmth they get from being under it, they will usually get out from under and lay on-top of it by morning.
