Always. Check the spec for amps and use an online calculator to figure for wire size.

Current code say that a freezer or any appliance needs to be on it's own circuit. It will still work if it is not on a dedicated circuit.
Electric circuit need a main circuit breaker that can protect the whole circuit from short circuit even in ground fault. It's safer if you use breaker with built in ground protection.
All 220 volt appliances must be on a dedicated circuit. The dryer will need to be on one circuit and the stove on another. You will need to run a dedicated wire from the fuse panel to the appliance you want to add, with a dedicated breaker. Anything else is a violation of code and a fire hazard. The larger question is whether the fuse/breaker panel even has enough capacity to support both appliances running simultaneously. A stove and a dryer each draw a lot of power. Combined, they could overload an old system. You may need to rewire the panel all the way back to where the building connects to the power company. Maybe your condo neighbors would all like to have their power panels rewired and upgraded at the same time!
The function of a capacitor or an electric circuit is to store energy. It keeps this energy stored until it is need for release at a later time.
You still need a circuit breaker. From your question it appears your stove is hardwired to the panel. It is perfectly acceptable to connect it to a suitably specified outlet and plug for the voltage and amperes for the stove. Basically you would turn off the breaker, install an outlet on the floor or wall so as not to interfere with stove. You can buy cords with the proper plugs and mating receptacles in most any hardware store. For an electric stove with an oven you are usually talking about a 50A breaker and the corresponding outlet and plug. This can be dangerous and if you are not sure of what you are doing an electrician is highly recommended.
