In Germany you have to get the paper for food handling training to open a restaurant. Even if you don´t have to get this paper where you are, you are responsible of serving good food. This means you have to know how to handle it, to be sure you are serving only good food. The other thing is: food is your money. So, if you don´t know how to handle it properly, it´ll cost your money.

Most definitely.

Some require safety checks and up to the extent of approved HACCP standards.

Most would require injections, medical check-ups and certificate/book of acknowledgment.

Usually food handler's license (for part timers) are not bothered much,

But there's a law to it saying you need them, or you're in trouble.
Yes , because when you do not know the major ingredients for cooking food, you could cause food poisoning.
