Pretty much the same criteria as in most of the US. You need to be old enough (18 for rifle or shotgun, 21 for handgun) You cannot be an illegal alien, a person convicted of a felony OR domestic violence. You cannot have been adjudged mentally incompetent, be under a restraining order, a fugitive from Justice, or have been dishonorably discharged from the military. You need identification to show who you are, your age, and where you live. Go find a dealer, find a gun you like, fill out the paperwork at the dealer. They will conduct a background check with the FBI. Oh- you also need money to pay for your gun.

They vary slightly for handguns and long guns. You must be of legal age (18 long gun, 21 hand gun) and not have a history that would prevent you from passing the background check, conducted by the dealer. That would include such things as a felony conviction, domestic violence conviction, under indictment or a fugitive, being an illegal alien, being under a restraining order, mentally incompetent, dishonorably discharged from the military, or a drug addict. For handguns, you must ALSO be a resident of PA. You will need ID to show who you are, your age, and address. Oh- and money to pay for the gun! Visit a local gun shop, and talk with the staff about the process.

For ordinary Title I firearms, you simply go to the gun store and fill out the BATFE Form 4473. There is no requirement to obtain any sort of permit.
