You need a trading license in order to sell anything on the streets of London. You can find out how to acquire one by contacting the local borough council authorities.

NOTE: in many of the UKs sporting events vuvuzelas are banned. This is so for example in Rugby matches and football matches. If you intend selling these you must also ensure that as well as a street traders licence that you know if your selling for sporting events that the venue allows spectater in with these. You are also still subject to the Consumer Act of 2015 (formally Trades Description and sale of goods act)
