I just called the DMV in New Mexico and that was their answer:"If that scooter goes on the road, then yes it needs registration and insurance, and just a car driver license, doesn't have to be a motorcycle driver license though. Anything above 50cc will need a motorcycle driver license, and of course in addition to the registration and insurance."

Nemermind- I have figured it out.. You can legally ride an electric scooter on the roads of Missouri but you must be at least 16 and have a valid license.
If the scooter goes above 30 mph, you need a motorcycle certification on your license. If it does not go above 30 mph, it is considered a moped, and you do not need a motorcycle certification. You still need a license, though.

Yes, laws are in place for a fifteen year old to get a license. But it isn't called a drivers license, it is called a hardship license. The only way to receive such license is to be able to prove the "hardship". For example, the parent goes to work too early and gets off too late to pick up children from school, doctors appointments, and other functions, if there is a disablility in the family anf the fifteen year old is the olny of age and able person to drive, or any other factors that would case a distictive interference that could be solved with the fifteen year old getting a hardship license.
