I just called the DMV in New Mexico and that was their answer:
"If that scooter goes on the road, then yes it needs registration and insurance, and just a car driver license, doesn't have to be a motorcycle driver license though. Anything above 50cc will need a motorcycle driver license, and of course in addition to the registration and insurance."
No, you have to register it and it has to be inspected and insured but as long as you have a valid drivers license for a car you don't need a motorcycle license for a scooter under 50cc in PA. I have a Honda Metropolitan and rode it for three years before getting my motorcycle license.
In NM you need a motorcycle license with W, Y, or Z endorsement, even for scooters <50cc.

Yes you do. I have two and they are both registered. I was told that you do not have to have a motocycle licence for anything under 50cc but you are required to register them.
