In order to ride, you must be at least 16 years old. Owning a driver's license isn't required, but wearing a helmet is, regardless of age. To qualify as a moped and/or as a scooter, your bike cannot exceed 30 miles per hour on a level service and it cannot possess an engine larger than 50 cubic centimeters. If your moped/scooter exceeds these standards, you must register it as a motorcycle. Otherwise you do not have to register it, have it inspected, nor have it insured.
Garrett boggs
no.
It depends on the scooter. If it is below 50 cc, and you do not plan on going above 30 mph, then no, but if it is above, then you have to have a special license, insurance, and registration. Call your local DOT or DMV and ask them about it and they can help you. Hope this was a good answer.

Contact your states dept. of insurance, if not mandatory, (if a lien on it most certainly the lien holder would require it), would still be wise to carry at least liablity. No, its not required by law, in most states. You'll have to check with your department of motor vehicles where you register the boat. You do have to have a title and registration for boat and trailer because of them being on the roads. If you find that you need an insurance policy you can get a quote
No, NC does not require a title. Only a bill of sale.
