the size of the tire will determine whether or not a lift kit will be required, not the rim size.

For example:

If your vehicle currently has 31" tall tires on 16" rims and you want to upgrade to 22" rims with 31" tires then you should be fine.

You will want to make sure that your rims have the right backspacing, especially if your new rims are wider than your existing ones.
