A router and a modem are two separate things. There are a few different modem/router combo's, but typically you will need both items.
If nothing else is connected to the modem you can use a ethernet cable to connect the ps2 to the modem and the internet. If you also have a PC then you need to put a router between the modem and PC and also connect the PS2 to the router which will allow both the PC and PS3 to work off the same modem

If you are only going to be surfing the web you will need a "N" modem router, if you are going to be sharing files then you will need a "N+" modem router and if you are going to be gaming e.g. connecting to a Xbox 360 or PlayStaion 3 you will need a "N+N" modem router, I would personally recommend Belkin modem routers.
