You will have to drop the fuel tank. Remove the pump assembly. The new pump should have instructions for replacing the unit.
the water pump seal is worn out you need a new water pump
Electric fuel pumps use gas as both a coolant and lubricant. Running them dry can cause failure even when they are fairly new. Also, the fuel pump for these models are prone to premature failure, as it seems you have already found out from replacing it already once before.

Depends on the veichle and how much it is worth. Lets say that a fuel pump in a brand new gave out, it would be worth replacing. Now on an old clunker, its probably not worth replacing.
