Passports have become almost a necessity to travel anywhere since 9-11. However, Puerto Ricans are US citizens at birth and have been since 1917 and Puerto Rico is part of the Customs Territory of the US. US citizens traveling from other points in the US do not need a passport to enter Puerto Rico.

The Puerto Rican currency is the American dollar. When reentering the mainland, you do not have to declare purchases relative to duties on imports as you would with other Caribbean islands.
Keep in mind, It's good to have a passports because it will also benefit you when attempting to reenter the US from other countries. They're inexpensive considering the benefits of identification AND registering valuables you already own to reduce the hassle of duties on imports, etc.

Non-citizens who are in Puerto Rico have already entered the US using a passport (or similar document for Canadians) and so need only the identification they would need to travel within the US, for example, from Miami to Atlanta, to travel to Florida or other locations in the US.
