A medical doctor degree is not a technical college degree. A doctor must get a degree from a medical school. Then, they need to complete an internship and residency to become a doctor. A technical college is for positions under the doctor's supervision, such as a phlebotomist.

Technically, you don't need any college education to become an auto mechanic. However, it would be very wise to attend a technical college and get an associate's degree in automotive technology. I do not think that bachelor's degrees in automotive technology exist.
Most likely just a High School Education or a GED (maybe not even that). You also need to go to a trade school that specializes in Underwater Welding. Also, it is a very dangerous job.
