Good luck trying to get such an endorsement, because such a thing does not exist on US licenses.
The answer is no. Someone who holds a CDL must complete and pass the written air brakes test and perform their road test in a vehicle so equipped, otherwise they get a "no air brakes" restriction which prohibits them from operating a commercial vehicle equipped with air brakes, but doesn't prevent them from operating a vehicle exempt from CDL requirements which is equipped with air brakes.
