Well, yes you do. To get the fragments you need to fish em up from the depths of the ocean, using your trusted grappling hook. To know where to use the grappling hook you need to have the charts.
Unfortunately no, you cannot. Many of the shards would be easy to attain with a guidebook if it weren't for the fact you need to collect the charts first.

You will need to find the 8 Triforce charts. Be using the Incredible chart, it will tell you where each chart is located. After you collect and decipher a triforce chart, you can check it or the incredible chart to find the location of the Triforce Shard. You will then have to sail, or teleport and salvage the chest with the grappling hook.
In some point in the game you need to find the Triforce. Eight shards scattered across the ocean, and you need to find them. Once you have all eight they combine and you have the Triforce of Courage.

Yup. And, unfortunately, translating them all with Tingle will take more than a couple thousand rupees.

THE GREATEST ANSWER EVER OF ALL TIME MAYBEWhat you need to do is find triforce maps, you can't read them though. Before you progress in the game you must MAKE SURE YOU HAVE A REALLY HUGE RUPEE POUCH!!! IF its not big enough (can only hold 99 rupees) then you won't be able to progress past this point. Take the map to Tingle Island, and pay Tingle a HUGE amount of rupees to tell you the exact spot where the Triforce Shard is. IF you try to just look up the places where they are online and grapple hook in the spot, it won't work (I know, I've tried -_-). this may mean a series of things,so I'll list all i can think of. 1. talk to the merman, (the fishies that jump out of the water at every square, give them bait and they'll give info on that island including a drawing on it to add to your main sea chart) 2. collect treasure charts. they are located in all sorts of places in the game, get the guide or go to a Zelda website if you really want to get all of them. 3. go to your sea chart and press the Y button to open up your list of treasure charts. you can go through them this way and see all the ones you've collected. hope this helped and have fun.
You need to obtain Triforce Chart # 2 from the Private Oasis first. Then use the grappling hook like finding any other treasure in the Great Ocean.
You don't need any charts. It's just the weight of the water against the surface area of the container.
tingle should mail the locations to you but you need a rupee pouch that carries more than 200 ruppees. you can get one from the great fairy.
If you get the In-credible chart from Tingle, it'll show you all the locations of the charts. When you've found one at it's designated spot, pay Tingle at the Tingle tower 398 ruppes/chart (You will need the giant Ruppee bag) and he will mark the location on your In-credible chart.
