You do not need cheats to catch shaymin.All you need to do is beat the elite four and see all 150 Pokemon in the sinnoh region.Once you've done so fly to the Pokemon league and use waterfall on the waterfall.Go into the cave and the cave that was blocked by a man will be open.Enter and there should be a girl there.Convince her to leave and you should be able to go through the white rock.Go through it and go forward.(it will take a minute or so.I recommend to take a bike.Once you've reached the end shaymin will be waiting.Save the game incase you kill it.Im not sure if it ill be in sky form or not,it's randomly selected.But it's rare to find it in sky form.
