With heads off, take them to a good machine shop and have them clean and magna-fluxed. For aluminum heads, have them pressure test the head. If not cracked, have heads surfaced and put together with new gaskets and sometimes new head bolts, depending on the type of head

All the head bolts need sealer.
If the engine is high mileage yes, replace the head bolts. If it is low mileage it is your choice, but is always a good idea to replace them.
You cannot use the old bolts to retorque the heads. They are torqure to yield bolts. You must get new bolts.

NO they will not work. You MUST use a high rail head where the valve cover bolts are in the center of the head. 1988 to 1999 will work.
you don't have to have the head checked but its recommended. the head bolts are supposed to be torqued in counterclockwise order from the inside bolts to the outside bolts. torque them in order in three stages to 18 ft/lbs then to 27 ft/lbs then an additional 120 degrees except the front right stud which you torque to 90 degrees
Take the intake off, then take the heads off of it, but be very careful when you put the heads back on. You have to torque them down in a specific order and if you over-tighten then you can crack a head. Also if you don't torque the head bolts down right, the head gasket won't seal properly.
Heads are not right or left. They fit on either side, except for if there are bolts or studs to mount the accesories. But studs are removable, so you can put either head on either side.
