It's completely free. Don't know where you got that idea from, but the tekkit launcher is available from technicpack.net. Once you download it, you will need to sign in. Then, it will proceed to update and download the tekkit files from the internet. After that, you can play. There are multiple modpacks available too.

The yogscast keeps on saying that it either belongs to sips or xephos. In either case it probably isn't a public server
The YogsCast servers are usually hosted by Lewis, however there are hundreds of server hosts just go google.
You go to a website called technic.net and you then download the technic launcher. After that you can open the launcher, select tekkit, login and play.

Tekkit itself is completely free and requires no registration however you are required to have a premium Minecraft account to use the official Technic launcher regardless of whether the server is "Online" or not.
