Yes, you do need the National Dex in "Pokémon Diamond" in order for the Gameboy Advance Game Pak Pokémon Insertion method to activate. Not only that but the Pokemon your migrating must not have HM moves and you must migrate 6 Pokemon and diamond must have the national dex as well.
