Your question is a bit muddled.
To be able to receive calls on your UK mobile phone when you are outside the UK, you need to contact your carrier (mobile provider) to be sure that you have international roaming activated. Then, anyone in the world will be able to ring your mobile by dialing the regular UK number, no matter where you are (so long as roaming is available in that country).
To dial your mobile from outside the UK, a caller will replace the trunk prefix 0 at the beginning of the mobile number with the country code +44 for the UK. For example, 07700 900123 becomes +44 7700 900123. Calling from a GSM mobile phone, the caller should dial it exactly that way, including the plus sign. Calling from a landline or a non-GSM mobile, replace the plus sign with the appropriate international access prefix (most commonly 00, but many countries use other prefixes).
(The plus sign means "insert your international access prefix here." From a GSM mobile phone, you can enter the number in full international format, starting with the plus sign. The most common prefix is 00, but North America (USA, Canada, etc.) uses 011, and many other countries use different prefixes.)

Calling people with British mobile phones abroad is the same as when they are in the UK. But their phone card must be able to accept calls abroad ( roaming capable). The calls to mobiles abroad are expensive, also many service providers charge the person who is receiving the call as well making it even more expensive.
The 0870 phone prefix is now a charged service and you will pay to receive calls. They are also no longer able to be used for call conferencing.
Outgoing calls should be itemised on your bill. Incoming calls are not usually listed (because you're not charged to receive calls !) If that's not your number - you have no right to access the calls information !

You can not "get cheap calls to federal prison" but you can receive cheaper calls from a federal prison by calling a company like Cheap Jail Calls. They will give you a local number so that when the inmate calls he will not be charged long distance calling fees.
