The PSP is not like a mobile phone, what it does is connect to your wireless router, just like your PC. If you imagine one wireless router in a house, then it doesn't matter how mant devices connect to it, the cost is still the same, the broadband package itself. Depending on your broadband package, you may or may not have a download allowance, but apart from a case where you exceed your allowance, there is no extra cost for data transfer itself.
Of course, if you don't have a wireless router, then you can't get online.
