When you refer to an article, such as a piece in a magazine, you put the title in quotation marks and use title-style capitalization: caps for the first and last word (no matter what they are), all nouns and verbs (no matter how short, including "Is") and just about everything else except articles (a, and, the), short conjunctions (and, but), and short prepositions (in, of, by, to, for, etc.). Examples:

"Walk Softly and Carry a Big Stick"
"The Cat That Walks by Himself"
"I'll Take the High Road and You Take the Low Road"
"The Name That We Know Him By"

You should italicize the name of an article (or you may underline or place in quote marks) when naming an article in text.
