Mostly yes, If a university or institute conducts an enterance exam for admission to a course then it allows a NON-INDIAN passport holders to apply via forign student entry system. Please contact the perticular institute / university for more detials. There will be different price tag for the fees and all. But mostly the exam fees are common for all.
