NO. Oil sump drain plugs only need to be fairly taught. Just barley tight so they don't come out. You run the risk of stripping thread if you tighten them to much. If you really need a poundage for it, for about 10f-lb. Not much

Yes you need a Torx bit to remove the sump plug. Also be careful when you remove the sump plug, there is a O ring on the plug that may fall off. Oh by the way, alot of Astra bolts use Torx (Many manufacturers recomend that you replace the sump plug & o ring)
On 1998 year ,The sump plug is on the bottom of sump at the rear right.

The oil filter on a Holden Captiva Diesel can be located under the alternator. It is next to the engine oil sump plug and at the back of the car's engine.
The Sump is the Very Bottom of the oil pan- The Deep part.(Where all the "crap" collects). There you will find the drain plug.
Remove the bolts.
