Hopefully people only answer questions that they know the answers to, but it is not always that way.
Oddly enough some supervisors do not always know the answer when they accept the challenge to answer it, but do know the answer when they do answer it.
Many supervisors are infected with an superabundance of curiosity and a finely honed capacity to search out answers. When they see a question which catches their attention and they realize that they have always wondered about the same topic (but don't know the answer) they spend a considerable amount of time researching it on line and through their other resources. When they reach a position where they have a balanced response they formulate that collection of data into an answer.
Even when they know the answer they usually spend time fact checking before answering.
